FESCO Investors: 10 Prequalified for Next Stage (2026)
FESCO’s privatisation process moved past investor screening on 28 August 2026, when the Privatisation Commission Board approved 10 interested parties for the next stage.
FESCO had received 12 Expressions of Interest. After the submissions were checked against the approved prequalification criteria, the Financial Adviser recommended 10 parties. The PC Board approved that recommendation at its 258th meeting, chaired by Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman of the Privatisation Commission.
The distinction matters: these companies are prequalified investors, not FESCO’s new owners. The government has not announced a winning buyer through this decision.
Official List of 10 Prequalified FESCO Investors
The Privatisation Commission named the following parties:
- Aktor Elektrik Enerji Yatirimlari San. Ve Tic. A.S.
- Genvera Enerji A.S.
- Cengiz Enerji Sanayii Ve Ticaret A.S.
- Engro Energy Limited
- Sapphire Fibres Limited
- Hub Power Holdings Consortium — Lucky Cement, Kohat Cement and Metro Ventures
- Shirazi Investments (Pvt) Limited
- Maple Leaf Cement Factory Limited Consortium — with Kohinoor Textile Mills
- Pakgen Limited Consortium — Nishat Mills, Nishat Power, Nishat Chunian, Lalpir, Pak Elektron and Kohinoor Energy
- Artistic Milliners (Pvt) Limited
This is the official prequalification list. It should not be described as a list of successful buyers or final bidders.
What Happens After Prequalification?
The 10 approved parties can now enter the next transaction stage, including access to FESCO’s Virtual Data Room (VDR) for detailed buy-side due diligence.
That is the confirmed next step.
The Privatisation Commission’s 28 August announcement does not announce:
- a winning bidder;
- a final purchase price;
- completion of the sale;
- transfer of FESCO ownership; or
- a date when the transaction will close.
Any claim that FESCO has already been sold would therefore go beyond the official status.

Where the FESCO Transaction Stands Now
As of 11 September 2026, the Privatisation Commission’s latest FESCO-specific transaction announcement remains the 28 August prequalification decision. Its subsequent published updates cover other privatisation matters rather than announcing a final FESCO buyer.
So the current position is straightforward:
12 parties expressed interest → 10 were prequalified → those 10 move into VDR access and detailed due diligence.
The buyer-selection stage has not been announced as complete.
